Annual Equal Employment Opportunity (EEO) Report

Radio Station WKBI AM/FM

  Annual EEO Public File Report

            The purpose of this EEO Public File Report is to comply with Sections 73.2080(c)(6) of the FCC’s EEO Rule.  This Report has been prepared on behalf of the Station Employment Unit that is compromised of the following stations:  WKBI AM and FM  and is required to be placed in the public inspection files of these stations, and posted on their websites.

            The information contained in this Report covers the time period beginning March 21, 2007 to and including March 26, 2008. 

            The FCC’s 2002 EEO Rule requires that this Report contain the following information:

1-A list of all full-time vacancies filled by the Station comprising the Station Employment Unit during the Applicable Period;

2-For each such vacancy, the recruitment sources utilized to fill the vacancy, identified by name, address, contact person, and telephone number;       

3- The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;                  

4- Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies;                  

5- A list and brief description of the initiatives undertaken pursuant to Section 73.208 (c) (2) of the FCC rules.

Appendices 1, 2, and 3, which follow have been designed, in the aggregate, to provide the required information.  Please note that the numbers listed on Appendix 2 under the column entitled “Full Time Positions for Which This Source Was Utilized” refer to the number of the full-time positions listed on Appendix 1.

For purposes of this report, a vacancy was deemed “filled” not when the offer was extended but when the hiree accepted the job offer.  A person was deemed “interviewed” whether he or she was interviewed in person and/or over the telephone.

 

Appendix 1  Section 1:  Vacancy Information

During this past year, WKBI AM/FM ran continuous radio messages inviting anyone interested in a radio career to inquire.  However, there was no time when we had a vacancy in any fulltime position that needed to be filled.

To the contrary, because of dropping income, the decision was made to continue to reduce the number of fulltime employees, and use automation during all hours of the day. The two full-time employees in programming was reduced to one, and a sharp decrease in the total number of hours worked by programming department employees.

 

With four full-time sales representatives and this full-time programming department employee, this constitutes five full-time employees, so WKBI AM/FM remains within the EEO limit that requires a complete report.

 

Persons Hired within the year:

 

Stephen Gault was hired to replace Richard Quiggle, the morning personality, with a weekly total of about 25 hours.    However, Richard  has occasionally worked an announcing shift since then.

 

One high school students remains as part-time announcer, generally working weekends and evenings.

Diana Ricotta, Director of College Credit Programs in the Workplace at Penn State DuBois, discussed with Elizabeth Adwell of WKBI the internships and otherpossible ways that PSU students might gain knowledge of radio through a plan with WKBI.  (814) 375-4718

Nancy Bodien,:  "I taught an elective class about radio broadcasting and public speaking to St. Marys Catholic Middle School students.  They wrote and produced radio commercials and learned the importance of projecting your voice during public speaking. BROCHURE:   WKBI AM/FM has prepared a tri-fold color brochure titled “Careers in Radio” with sections describing Radio DJ and news positions, and citing examples of persons who began their careers at WKBI and who have achieved prominence in major market radio and tv.  Another section talks about positions in news reporting and producing, and cites examples of WKBI alums who rose to positions with Fox TV, Cornell University, a Newspaper Editor, a Nashville Country Music star, etc.  And finally there is a section on sales and marketing, and the opportunity to make a good living without leaving home and hometown.

To the contrary, because of dropping income, the decision was made to reduce the number of hours of program department staff, by eliminating some of the hours of part-time employees, and reassigning some of the dropped hours to the two full-time employees, but with an overall decrease in the total number of hours worked by programming department employees.

 

This plan did not occur, because of the unexpected departure of one of the fulltime programming employees.  Instead, the schedule was rearranged and only one full-time programming employee has been on the staff since then.  The other hours that are necessary are being worked by various part-time staff members.

 

With four full-time sales representatives and this full-time programming department employee, this constitutes five full-time employees, so WKBI AM/FM remains within the EEO limit that requires a complete report.

 

Persons Hired within the year:

 

Richard Quiggle, hired to replace the morning personality, with a weekly total of about 25 hours.  He subsequently resigned because of taking another job.  However, he has occasionally worked an announcing shift since then.

 

Patrick Weaver was hired as a part-time sales trainee at $25 a day for approximately 20 hours weekly.  He was not successful and was terminated.

 

Two high school students were hired as part-time announcers, generally working weekends and evenings.
